The Inn is used to recruit Heroes. Increasing the level of Inn allows for more Heroes of higher level to be present at any point in time. The quality of available Heroes varies. There is a trade-off between initial level and Stats for Politics, Attack and Intelligence. Higher level Heroes hit diminishing returns for improvements - each Stat increase requires more experience. This makes a low level Hero that can be developed a much more attractive recruiting prospect than a higher level one with better Stats. Financially, low level Heroes are cheap to hire and keep.
Becuase of this attraction to low level heroes, upgrading the Inn tends to be somewhat redundant. As far as recruiting heroes goes, there are two quick methods of farming a low level hero that you can use.
The slow way would be to demolish your level1 Inn and rebuild it, using the Speed-Up option ad check the hero. If you're unsatisfied with the hero, repeat the process until you find a hero you want.
The faster way is to simply recruit the hero and then dismiss him from your Feasting Hall, which will instantly refresh the list. This will consume gold fast, but because the Inn is only level 1, only 1~5 heroes will spawn, keeping the gold costs relatively low.
Level 1 Inn accommodates 1 Hero.
Level 2 accommodates 2 Heros
Level 3 accommodates 3 Heroes.
Level 4 accommodates 4 Heroes.
Level 5 accommodates 5 Heroes.
Level 6 accommodates 6 Heroes.
Level 7 accommodates 7 Heroes.
Level 8 accommodates 8 Heroes.
Level 9 accommodates 9 Heroes.
Level 10 accommodates 10 Heroes.
